List of Mandatory Documents for Project Preparation

Before starting design work, the owner (the client) must submit the mandatory documents required for project preparation:
1. Document confirming ownership of the land plot: a document certifying the registration of the land plot in the Land Register.
2. Land boundary plan (including a site plan and encumbrance plan).
3. Consent of land co-owners (power of attorney). According to the Construction Law of the Republic of Latvia, the builder (owner) may be a single natural person. Therefore, if more than one owner is listed in the Land Register extract, the other owners must authorise one of them to fulfil the duties of the construction client.
4. Topographic survey plan (not older than 2 years). The topographic survey (topographic plan) can be ordered from surveyors or from us. Preparation of the topographic survey is included in the construction design contract. A draft version of the topographic survey is usually prepared by surveyors within one week, after which it is coordinated with the owners of engineering network infrastructure within approximately two months.
5. Design specifications (issued by engineering network owners and the local municipal administration authorities). To receive design specifications, the following must be submitted to the local municipal administration:
- An application.
- Copies of land data documents: copy of the land plot plan; owner-certified copies of the documents proving registration of the land plot and ownership rights in the Land Register.
- Copies of documents containing data about a building or group of buildings on the land plot (if there are no buildings on the plot, these documents are not required): copy of the building’s cadastral data file; builder-certified copies of documents proving registration of buildings and ownership rights in the Land Register.
- Consent of land co-owners (if the land plot is jointly owned).
- Consent of building co-owners (if there are no buildings on the land plot, these documents are not required).
- A written power of attorney from the landowner authorising another person to submit the application (if the application is submitted by an authorised person).
6. Connection conditions, i.e., requirements of institutions administering engineering networks in order to connect to electricity, water supply, sewerage, gas, and other communication networks. These are issued by companies such as AS GASO, SIA TET, AS Sadales tīkls, etc. To obtain design specifications, the relevant application forms must be completed. These forms are available on the electronic resources (websites) of the engineering network owners. Institutions administering the networks must issue the connection conditions within 30 working days of receiving your request.
The above-mentioned documents can also be ordered by our staff during the house design process via the construction system BIS.GOV.LV, after a power of attorney has been issued to the company in the said system.
